Event Damage Ranges, Fence Changes and Fixes

Added a disable scanline option (optimization/visual preference)
Added damage range to risky options so you dont know the exact damage you'll take. Can be adjusted.
Uprooted Fence functionality, want to improve fence eventually, for now he will be random items that are overpriced
Fixed fence tasks in task log showing when they're locked
Fixed tutorial issue
Attempt to fix drag and drop degradation after longer play sessions
Fixed Field Promotions not rewarding loot
You cant take backpacks with loot off anymore
Swapped level unlocks for mechanic and therapist
fixed road on Pripyat cinematic
